Measure from finished surfaces. Tile, backer board, wall panels, casing, and base trim can shrink a small bathroom enough to change the clearance result.
Use the door swing as a real fixture. In a small bath, an in-swing door can consume the same floor zone needed for the toilet, vanity, or circulation aisle.
Check overlaps, not just square feet. A room can have enough area and still fail when the shower door, vanity drawers, and toilet clearance all compete for the same aisle.
